Davao City Mayor Rodrigo Duterte has declared an all-out-war against rice smugglers operating in Davao City as he promised the national government to run after those who are behind the illegal trade.

Duterte said he will expose the names of businessmen who are behind the entry of illegally-acquired rice in Mindanao through the port of Davao City.

Duterte, quoting reports, said rice smuggling in the Philippines is allegedly being run by one David Tan. But the mayor believes David Tan is a fictitious name. He said he has spoken to a businessman in Davao named David Tan who denied he is the same person identified in the news.

Bureau of Internal Revenue (BIR) Commissioner Kim Henares has sought the help of Duterte in curbing rice smuggling in Davao City. Duterte has readily committed to help.

But this help–as usual–carries the Duterte brand. He said if rice smugglers and their cohorts in the city will not stop, they will have to face death.

“I will kill you,” he said. “If you will not stop, I will kill you.”

The extent of rice smuggling in the city, he said, is just a tip of the iceberg.

“The cases of rice smuggling here is only part of the bigger problem of smuggling happening in the entire country,” he said.

If illegally-imported rice is not stopped, the local rice industry will be at the losing end.

“The poor Filipino farmers will be jeopardized,” he said.

The mayor said he will be meeting with heads of government agencies–including NBI and the Bureau of Customs–to plan out measures to stop the illegal trade.

And they, too, would be facing the extent of Duterte’s commitment should they fail in their duty.

“I will file a complain against you,” he said. “I will bring you to court.”
